With URBAN LE, the campaign addresses the specific challenges of urban water management in the context of the heat and water transition with the development of blue-green-red urban districts. The aim is to integrate research into municipal planning and decision-making structures from the outset. In the model city of Leipzig, the momentum of the heat transition is to be used to consider blue-green-red urban development and accelerate urban transformation. URBAN LE not only focuses on technological development, but also considers the legal aspects of implementation in guidelines and laws. In the medium term, planning tools such as functional digital twins are to function as tools for municipal planning in continuous operation, and other cities might take up the topic of blue-green-red urban development.
